3PL Physical Inventory Counts: Fees, Shutdowns and Evidence
A full physical count affects more than labour. Compare count scope, operating freezes, recount rules, variance research and closeout evidence.
Compare 3PL physical-inventory count fees by defining the count population, operating freeze, verification method, variance work and evidence package before pricing labour. A wall-to-wall count is not the same as an ongoing cycle-count program. It temporarily prioritizes complete inventory verification and may affect receiving, picking, shipping and system transactions.
A full count can be appropriate for an opening balance, an audit requirement, a major transition, persistent unexplained variance or a contractual event. It should not replace routine inventory controls. 247 Fulfillment’s inventory management overview describes real-time visibility and inventory status controls; a physical count tests the record against the stock actually present.
Define what “wall to wall” includes
Count scope should be written at the inventory-status and location level. List active pick faces, reserve storage, quarantine, returns, damaged goods, work in process, receiving lanes, shipping lanes, kits, supplies and any inventory held for inspection. Include lots, expiries and serials when those attributes form part of the record.
| Scope decision | What to document | Why it matters |
|---|---|---|
| Population | Facilities, brands, SKUs, statuses and locations | Prevents uncounted stock from appearing as variance |
| Count unit | Each, case, inner pack, pallet, weight or length | Avoids conversion errors |
| Freeze | Which transactions stop and for how long | Controls movements during counting |
| Method | Blind count, expected quantity shown, scan or manual sheet | Affects independence and speed |
| Recount rule | Quantity, value or percentage threshold | Controls verification labour |
| Approval | Who accepts adjustments and releases operations | Protects the inventory ledger |
Clarify whether empty locations are verified. A complete count is not only about counting visible goods; it also confirms that inventory is not sitting in an unrecorded position.
Plan the operational freeze
The cleanest count occurs when inventory movement is controlled. Define cutoffs for inbound receipts, putaway, replenishment, picking, packing, returns and inventory adjustments. Record orders or receipts that are physically in motion at the freeze point and assign ownership for them.
A full shutdown is not always necessary. Some facilities can count by zone while other work continues, but the controls become more complex. If inventory crosses a counted boundary, the movement must be recorded and reconciled. Ask the provider to explain whether the method is a true freeze, a rolling zone freeze or a count performed around live activity.
Put customer communication into the schedule. If shipping stops for a day, orders received during that period may miss the normal service window. The agreement should say whether service standards pause, whether urgent orders are excluded, and when normal release resumes.
Separate count labour from variance investigation
A quote may include first-pass counting but exclude preparation, second counts, research and final adjustments. Ask providers to price or define:
- Pre-count cleanup, location validation and unit-of-measure review.
- Count teams, equipment and supervision.
- Blind-count sheets, devices or system configuration.
- Independent recounts over the agreed threshold.
- Lot, expiry or serial capture.
- Research into receipts, orders, moves and prior adjustments.
- Customer or auditor observation.
- Final adjustment approval and posting.
- Reporting and evidence retention.
- Weekend, holiday or after-hours premiums.
Also distinguish count accuracy from root-cause analysis. A second count may prove the quantity on hand, but finding why the system differed can require transaction research after operations restart.
Worked example: estimate the complete event
Hypothetical example in Canadian dollars; these are not 247 Fulfillment rates. A brand has 4,800 occupied SKU-location records across active, reserve and quarantine areas. The provider estimates 160 total counter-hours, 12 supervisor-hours and 20 hours of variance research.
| Activity | Hypothetical basis | Cost |
|---|---|---|
| Count teams | 160 hours × CAD $42 | CAD $6,720 |
| Supervision and control desk | 12 hours × CAD $55 | CAD $660 |
| Variance research | 20 hours × CAD $42 | CAD $840 |
| Estimated warehouse cost | — | CAD $8,220 |
The estimate is CAD $8,220 ÷ 4,800 = CAD $1.7125, or about CAD $1.71 per occupied SKU-location record. That is a planning ratio, not a universal billing unit. The example excludes the brand’s own observation time, auditor fees and the commercial cost of a shipping pause.
The recommendation changes when locations contain mixed SKUs, units require serial capture, cases must be opened, stock is poorly identified or a live-operation method is required. Those conditions reduce count speed and can increase research.
Require a count closeout package
The final package should identify the frozen population, count start and finish, method, count teams, first-pass results, recounts, approved adjustments and unresolved exceptions. Request both summary metrics and row-level detail with stable SKU and location identifiers.
Inventory adjustments should not post automatically merely because a counter found a difference. Define approval by value, quantity, SKU sensitivity or lot/serial impact. A separate guide to warehouse cycle counting can help assess the routine control that follows the event.
Buyer checklist
- Define facilities, statuses, locations and inventory attributes in scope.
- Validate item master, pack conversions and location labels before counting.
- Choose blind-count and recount rules.
- Document transaction cutoffs and goods in motion.
- Separate first count, recount and research pricing.
- State how service windows change during the freeze.
- Set adjustment-approval thresholds.
- Require row-level results and an unresolved-exception list.
When requesting a proposal, provide SKU-location counts, storage types, inventory attributes, desired date and operating restrictions. To assess how the event would fit your fulfillment plan, contact 247 Fulfillment with those assumptions.
